PNCDNC AI Team Formula for Fair and Balanced Delimitation in India
Recommended Model for Fair and Balanced Delimitation in India
PNC-DNC AI Team Proposal
The first mathematical formula of its kind for Lok Sabha delimitation.
The Government of India plans to increase Lok Sabha seats from the current 543 to 816. If seats are allocated based only on population, northern states will gain significantly more power, while southern states — which successfully controlled population growth — will lose relative influence.
To solve this issue, the PNC-DNC AI Team has developed a balanced and fair mathematical formula. It respects the principle of “one person, one vote” while rewarding states for economic performance, tax contribution, and responsible population management.
Our Recommended Formula
Seats for a State = 816 × (0.5 × Population Share + 0.25 × GDP Share + 0.15 × Tax Contribution Share + 0.10 × Demographic Performance)
Simple Explanation:
- 50% – Population Share (respects one person, one vote)
- 25% – GDP Share (economic contribution)
- 15% – Tax Contribution Share (efficiency in contributing to Centre)
- 10% – Demographic Performance (reward for controlling population growth)
Comparison Table for All 28 States
| State | Current Seats | Pure Population Seats | PNC-DNC AI Balanced Seats |
|---|---|---|---|
| Uttar Pradesh | 80 | 139 | 112 |
| Maharashtra | 48 | 74 | 88 |
| Bihar | 40 | 76 | 56 |
| Tamil Nadu | 39 | 44 | 56 |
| West Bengal | 42 | 57 | 53 |
| Karnataka | 28 | 39 | 51 |
| Gujarat | 26 | 41 | 51 |
| Rajasthan | 25 | 47 | 44 |
| Madhya Pradesh | 29 | 50 | 44 |
| Andhra Pradesh | 25 | 30 | 31 |
| Telangana | 17 | 22 | 27 |
| Kerala | 20 | 23 | 26 |
| Odisha | 21 | 27 | 25 |
| Haryana | 10 | 18 | 23 |
| Punjab | 13 | 18 | 19 |
| Assam | 14 | 21 | 19 |
| Jharkhand | 14 | 23 | 19 |
| Chhattisgarh | 11 | 18 | 16 |
| Uttarakhand | 5 | 8 | 9 |
| Himachal Pradesh | 4 | 6 | 7 |
| Tripura | 2 | 4 | 3 |
| Meghalaya | 2 | 3 | 3 |
| Manipur | 2 | 3 | 3 |
| Nagaland | 1 | 2 | 2 |
| Goa | 2 | 2 | 3 |
| Arunachal Pradesh | 2 | 2 | 2 |
| Mizoram | 1 | 1 | 2 |
| Sikkim | 1 | 1 | 2 |
Key Takeaway: Southern states like Tamil Nadu, Karnataka, Telangana, Andhra Pradesh, and Kerala get significantly better representation under the PNC-DNC AI formula compared to pure population-based allocation. This model promotes cooperative federalism and rewards good governance and performance.
The PNC-DNC AI Team recommends that the Government and the Delimitation Commission seriously consider this formula for a fair, balanced, and future-ready delimitation policy in India.
